Dates: Wednesday 2 September till Sunday 6 September 2009
Organizing Authority: The regatta is organised by the Union-Yacht-Club Attersee (UYCAs) in conjunction with the Austrian Sailing Federation (OeSV) and the International Laser Class Association.
Venue: Lake Attersee
Rules: The regatta will be governed by the “rules” as defined in the Racing Rules of Sailing. The prescriptions of the National Authority will not apply. Add to rule A11: ARB means scoring penalty after arbitration, PTS scoring penalty for a yellow flag after finish. Sails shall have the full sail number and national letters of the competitor’s own Laser in accordance with the Class Rules and Racing Rules.
Advertising: Yachts may be required to display advertising of the event sponsors according to ISAF Regulation 20.
Entry Regulations: Only current fully paid members of the International Laser Class Association may enter the regatta. During registration each sailor will be required to show clear written evidence of current membership of his or her national Laser Association. If a sailor is unable to present this, he / she will be charged a fee of € 70 (payable in local currency), € 10 of which will be retained by the collecting club and € 10 by ILCA, to cover administration. € 50 will be passed on to the sailor's district, which may refund it to the sailor if he / she is already a current member, or may put it towards that sailor's membership fee if he / she is not a member. The ISAF Eligibility Code shall apply. Each competitor must hold a third party liability insurance with a minimum cover of Euro 1.500.000. Crew substitution of the registered sailor is not permitted. Only boats shown by 25 August 2009 on the list of competitors linked on the official website of the event „www.ec-laser.com" are entiteled to start.
Age Eligibility: The Laser Europa Cup (Standard Rig) is open to any sailor who is or will be at least 17 years old in the year in which the series is held; i.e., a competitor for the 2009 series must be born in 1992 or earlier. The Laser Radial Europa Cup is open to any sailor who is or will be at least 15 years old in the year in which the series is held; i.e., a competitor for the 2009 series must be born in 1994 or earlier. The Laser Standard Youth Grand Prix is open to any sailor who is or will be 17 years old but not more than 21 years old in the calendar year in which the series is held; i.e., a competitor for the 2009 series must be born in 1989, 1990, 1991 or 1992. The Laser Radial Youth Grand Prix is open to any sailor who is or will be 15 years old but not more than 19 years old in the calendar year in which the series is held; i.e., a competitor for the 2009 series must be born in 1991, 1992, 1993 or 1994. The Laser 4.7 Youth Grand Prix is open to any sailor who is or will be 12 years old but not more than 18 years old in the calendar year in which the series is held; i.e., a competitor for the 2009 series must be born in 1992, 1993, 1994, 1995, 1996 or 1997. Proof of age will be required at registration.

Entry closing date: Entries shall be made untill 17 August 2009; Late entries will be accepted only by the discretion of the organizing committee. Only boats shown by 25 August 2009 on the list of competitors on the official website of the event „www.sailingnationals.at" are entiteled to start.
Registration The Race Office is open for registration on Wednesday, 2 September 2009, 10.00 am – 1.00 pm and 3.00 pm – 8.00 pm and Thursday, 3 September 2009, 8.00 – 11.00 am. Each competitor shall provide at registration: • Race Licence (if any provided by the National Authority) • Evidence of current membership of her/his national Laser Class Association • Evidence of her/his age • Measurement certificate of her/his boat • Membership card of her/his National Authority • Evidence of a third party liability insurance with a minimum cover of € 1.500.000 Registration without this documents/evidences will not be accepted.
Sailing Instructions: Copies of Sailing Instructions will be available at the Race Office at registration.
Measurement: Wet clothing, measurement and equipment checks may be made throughout the Regatta at the discretion of the Class Representative, Race Committee or Jury. Boats and Equipment: All competitors shall use only one hull, sail, mast, boom, centreboard and rudder, which shall be identified during measurement. In the event of damage, boats and equipment may only be substituted with the written permission of the Jury. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Regatta Measurer, Jury or Race Committee and the written permission of the Jury shall be applied for before the end of Protest Time at the end of the day in which the substitution takes place. Female competitors shall place on their sails a red diamond. Programme, 1st Start First Start will be on Thursday, 3 September 2009, 12 am. The Race Committee may decide to sail races on a ‘split fleet’ basis, in which case the competitors will sail in the same fleet for all races. Courses Courses with a target time of 50 minutes will be sailed. Immediate Penalties for Breaking Rule 42: Appendix P will apply with the following changes: On the first protest, if protested after she has finished, she will be given a scoring penalty of 8 points without a hearing. RRS P 3 is modified to read: “If a boat has been protested for the first time under RRS P 1 and the race committee signals a postponement, general recall or abandonment, the penalty from her first protest is cancelled, but the protest is counted to determine the number of times she has been protested during the series. If a boat has been protested for the second time under RRS P 1 and the race committee signals a postponement, general recall or abandonment, the boat shall not sail in this race, if it is restarted or resailed. If the race is abandoned the boat shall not sail in the next race. If she fails to do so, she shall be disqualified without a hearing and her score shall not be excluded. If a boat has been protested for the third time under RRS P 1 and the race committee signals a postponement, general recall or abandonment, RRS P 2.3 applies”. Action taken by the jury under Appendix P will not be grounds for redress by a competitor. Scoring: The regatta will be scored as provided in RRS Appendix A using the Low Point System. There is a maximum of eleven races in the series and a maximum of three races per day. There will be no discard if less than 4 races are completed. In the Laser 4.7 category there must be a minimum of 3 competitors at an event for scoring to be included in the Overall Series. A minimum of two races is required to validate an individual regatta for inclusion in the overall series ranking. If a points scoring penalty for a breach of rule 42 or under the Arbitration System would result in a score worse than DSQ, the penalty will be that corresponding to DSQ. The scores of other boats will not be changed. International Jury: An international jury may be appointed in accordance with RRS Appendix N and perform the duties listed in RRS N 2, in which case the decision of the Jury will be final. The Arbitration System may be used. Whistle System: To encourage boats to take penalties afloat, jury / protest committee members may blow a whistle when they see an action that is in their opinion a breach of a rule. Prizes: Prizes for the Regatta will be awarded in the following categories subject to entry numbers. Laser Standard Rig: Overall, Youth Under 21, Youth Under 19 Laser Radial Rig: Overall, Women, Youth Under 19, Youth Under 17 Laser 4.7 Rig (under 18): Overall, Male, Male Under 15, Female, Female Under 15 Liability, Pictures, Data: Every competitor is obliged to adhere to the Racing Rules and all other rules applicable to this event. Competitors take part in the regatta entirely at their own risk. The UYCAs, the Austrian Sailing Federation and the International Laser Class Association, their officers, members and volunteers do not accept liability for loss of life or property, personal injury or damage caused by or arising out of the regatta. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing. A competitor must be of good health and a competent sailor capable of sailing a Laser in strong winds. It is the responsibility of each sailor to decide to participate in a race or to continue racing. A competitor is wholly and exclusively responsible for third party liability insurance on the boat that he or she is sailing and for his or her personal accident and health insurance. Competitors agree that photographs or videos of participating sailors and boats may be taken during the regatta which may be published without restrictions (e.g. press releases, event promotion, etc.). Competitors explicitly agree that their personal data may be saved and used by the UYCAs for its own purpose, but shall not be passed on to Third Parties. Social Events: The rich social program will be posted on the event website in time.
